Do you have to be licensed to steer a tugboat if the captain is sleeping on the boat?
Q. Someone told me that if you are working on a barge as a deck hand and the captain is tired, he can go below and sleep and the deck hand (unlicensed) can steer the boat for a few hours, is this true?

A. Absolutely not allowed and is illegal.
